No, and the distinction matters in Egypt. A PEO is a United States structure built on co-employment, where the provider and the client share employer status. Egyptian Labour Law No. 14 of 2025 does not recognise co-employment — there is one employer on the contract. Arrangements marketed locally as PEO are, in substance, Employer of Record arrangements, and that is how GPS describes them.
